Title: Consider the Constitution and Global Citizenship by Minority

Although today it has become common to discuss what the Constitution is, it is not still usual to use the term Constitution to express how the nation and society should be. On one hand, we call the “light“ side of the Constitution contributes to a formation of the international society, Nation-state building and development, unification of the people with constitutionalism and Bill of rights. On the other hand, the issue of minority rights may have been the “dark” side or hidden parts of it.

  When we refer some people with one or some attributions to “minority”, those who are defined can become minority. In this case, we need to realize that there are some advantages and disadvantages to pick up one attribution people belong to, and define it to identity oppressed individuals. This is because the identity of the minorities may work as power of assimilation to hide or suppress the difference hidden inside.

Minority is defined not only to the people who are locked up in a place of annoyance at the border of the society. But it includes the minority who do not identify themselves as minority, and the minority who can speak out.

Our center builds upon achievement by our previous programs continued for nearly ten years at Kansai University legal research institute.

By coordinating joint programs and exchanging ideas of researchers inside and outside Japan, my understanding has been influenced. Since an idea of the Nation is made by a human, it is still changeable continuously.  I strongly believe that, minority issues are main factors when we consider how the Nation should be transformed. Research on minority status is one of researches deconstructing the norm and order of the values united with ideology of the nation sate.


From “the Nation (people)” to “the Global Citizen” and from the Nation to the State, minority perspective is an indispensable tool to discuss the Constitution.
