研究の経緯
阪神淡路大震災に遭遇し、地元の経済学者として、自然災害の経済的側面の研究を開始した。住宅再建に向けてリバースモーゲージ制度を検討し、復興政策の経済効果を推計した。兵庫県庁の10 年検証委員会で金銭的支援制度の検討を担当し、復興フォローアップ委員会に参加して経時的に観察した。
