 It is no exaggeration to say that the first mission of the government is to protect the safety of civic life. To protect the safety of civic life, powerful authority (command, prohibition, licensing system, etc.) is given to the government. The "study of public administration for safety and security" is concerned with which legal method should be used to realize safety while legally controlling the authority given to the government in order for such authority to not be misused.

・Specializes in disaster legislation. In particular, he has made many lectures and has written on assistance for victims of disaster, support for persons who need attention at times of disaster, and utilization of personal information at times of disaster. Serves as a member of committees related to disaster prevention. ・Received the work award from Public Policy Studies Association JAPAN in 2014 [Eiichi Yamasaki "Natural disasters and assistance for victims of disaster" (Nippon Hyoron sha Co., Ltd., 2013)]. ・Has recently been writing on fire laws and has been undertaking training dealing with fire laws. ・Has been serving as a member of the Study group on preventive administration of the Fire and Disaster Management Agency of the Ministry of Internal Affairs and Communications since 2014. ・Currently, "Introduction to Fire Laws" is being serialized in "Monthly Fire Fighting" (TOKYO HOREI PUBLISHING CO., LTD.) (from the April 2018 issue).
