南カリフォルニア大学と災害移民に関するシンポジウムを開催しました。
11月15日に南カリフォルニア大学と共催で、災害移民に関するシンポジウムを同大学にて開催しました。社会安全学部の永松伸吾教授、土田昭司教授、越山健治教授らは、福島第一原子力発電所事故後の住民避難に関して研究報告を行いました。また日本側からのゲストとして、福島第一原子力発電所事故による全町避難を経験した福島県楢葉町の松本幸英町長をお迎えし、住民帰還における政策課題についてご報告頂きました。
米国側からは、南カリフォルニア大学プライス公共政策大学院のアダムローズ教授をコーディネーターとして、コロラド大学ボルダー校災害研究センターのローリー・ピーク所長など米国における災害研究の第一人者らによるハリケーンカトリーナ災害事例の報告があり、災害後の復興の在り方や被災者支援の在り方に関して、活発な討論が行われました。
このシンポジウムは、社会安全学部の永松伸吾教授を研究代表者とする関西大学教育・研究高度化促進費によるプロジェクトの一環として開催され、私学共済学術振興資金、および 国際交流基金(the Japan Foundation)の支援を受けて開催されました。

Symposium Wrap: Population Migration and Repatriation Following Major Disasters
This symposium was intended to summarize and disseminate the outcome of an international joint-research project on disaster-related migration led by Professors Shingo Nagamatsu of the Faculty of Societal Safety Sciences at Kansai University and Adam Rose of Sol Price School of Public Policy at the University of Southern California. The symposium was held on November 15 at the Bedrosian Center on Governance at the University of Southern California.
On the Japanese side, Professors Tsuchida and Koshiyama from the Faculty of Societal Safety Sciences at Kansai University presented on the Fukushima Dai-ichi Nuclear Power Plant accidents and migration patterns of evacuees, while Prof. Nagamatsu reported his econometric analysis of the repatriation behavior of the evacuees. Additionally, Mr. Yukiei Matsumoto, the mayor of the town of Naraha in Fukushima prefecture, the first municipality to repatriate residents since the accident, made a presentation on policy lessons from the recovery from the nuclear disaster.
On the U.S. Side, Professor Lori Peek, the director of the Natural Hazards Center at the University of Colorado Boulder, and other professors presented their researches on migration behaviors after Hurricane Katrina in 2005. An active and thoughtful discussion about disaster recovery and public policy followed.
This symposium was funded by the Kansai University Fund for the Promotion and Enhancement of Education and Research, The Promotion and Mutual Aid Corporation for Private Schools of Japan, and the Japan Foundation.
